Pennsylvania to Add Fee for Electric Vehicle Registration

Pennsylvania Governor Josh Shapiro is expected to sign Senate Bill 656, which will increase fees to register electric and hybrid vehicles beginning in 2025.

Bill sponsor Senator Greg Rothman said the fee is a replacement for the state’s gas tax, since EV owners do not have to pay at the pump. Pennsylvania has some of the country’s worst roads and bridges, and gas tax money helps pay for improvements.  “This legislation will simplify government for electric vehicle owners and ensure all drivers are contributing toward the maintenance of Pennsylvania’s roads and bridges,” Rothman said.

EV owners will pay a flat $200 fee to register their vehicle in 2025, and that fee will rise to $286 by 2030. Pennsylvania has approximately 375,000 electric and hybrid vehicles registered, and electric vehicle ownership in Pennsylvania is up 45% from one year ago.

The fee is among the highest in the country, with states including Alabama and Ohio also charging $200 to register an electric vehicle. On July 1, Maryland enacted a new law that place a $125 fee to register an electric vehicle in that state.

At least 16 states have electric vehicle registration fees, with some as low as $23 a year.
